a very much a bipartisan idea. george w. bush, rob dole, richard thornburgh, not exactly a list of socialists. they're all for this treaty. and that's because it's really a very simple, basic idea. >> supporters of this u.n. treaty say because the senate has these r.u.d.s, these advise and consent things that limit the scope and define the scope of it, that is a protection that this treaty would ever be used to try to change u.s. law. he says that's not the case. >> it is the case because these objections that he was raising, they were raised at the committee level. and what the sponsors of the treaty did was, okay, we don't think this is a legitimate concern but just to be doubly sure that we know what this treaty means, they put in essentially amendments that say you can't go to an american court and try to enforce this treaty. the u.n., no one can do that. so again, it's a paranoid fantasy. it's not reality. >> are there cases where -- that you know of where u.n. bureaucrats, you know, not even english-speaking u.n. bureaucrats living in geneva or switzerland, have control over

you, randi, still for the most part, democrat and. >> rob: sources do think that the most likely scenario is going off the cliff, and the reason is because, again, this is not going to make voters or viewers happy, is because politically it's going to be a lot easier for members of congress to vote for a tax cut which will be what they will be voting for if everybody's taxes go up, than right now what they're voting for, at least some people a tax increase. >> dana bash, thank you. more raw politics with david gergen, maria car gug go and alex stewart. good to see all of you. maria, i'll start with you. you've been around washington for white a while and have watched these 11th hour negotiations. it seems that democrats will not budge on their insistence that the taxes be raised for the wealthiest americans. does it seem we're headed off the cliff? >> it does. i think a couple of things are at work here. the first one is you said it. democrats are not going to budge. and i don't think that they should. if there was one thing that was clear about what president obama and the democ

was obvious he wasn't intending to rob the store or anything. he just looked like he was heading toward a public area so that he could shoot. >> and if he was jogging, it almost seems like maybe he was on a mission. he maybe knew who he was going to find. we don't know that. we don't know if it's a random shooting or if he had intended victims in there. but i just cannot imagine what people in the store must have been doing. if i was shopping and saw something like that, i would just look around and say -- i would be confuse mord than anything. >> yeah, a lot of people looked at each other when he ran by. and it actually took a moment even after hearing the gunshots relatively nearby for someone to say, those are gunshots. and everyone to flood out of there. you just have a moment of trying to piece together what training thing is happening. >> as we're talking to mina. on our television screen year showing all the police officers outside. we just saw a state police truck. the governor issued a statement from salem saying the state police are on the scene. rich evans the head of
